Synergy
provided long-term full time advice to Shell’s
major new LNG pipeline and terminal in Baha
California.
Challenge
Shell proposed to construct a new terminal
on the Mexican coast and a pipeline to connect
to existing infrastructure. The project addresses
the energy needs of a growing region in Mexico
and integrates Shell’s upstream and
downstream operations. Obtaining the political
approval of local, state, and national government
requires the completion of health, safety
and environmental impact assessments, coordinated
engagement with all affected stakeholders,
and a revenue management mechanism that re-distributes
profits locally and regionally.
Approach
• We engaged a wide array of stakeholders
in a process of consultation at the early
stages
• Synergy managed the team that conducted
the impact assessments
• We conceived of and created a revenue
management mechanism that reflects international
best practice and ties into existing programmes
of the state and local governments
• Integrated sustainable development
management within the overall investment strategy
Benefits
• Ability for Shell to incorporate citizen
concerns in the final form of the investment
• Final site selection and project implementation
that mitigates negative impacts
• Re-distribution of revenue that extends
beyond the direct and indirect economic impacts
of the investment
• Social ‘license to operate’
among affected citizens
• Lasting mechanisms of dialogue between
stakeholders and Shell
